7:45pm - Public Hearing - Hingham Yogurt, Inc. dba Nona
Reilly opened the public hearing at 8:00pm and swore in witnesses.
Thomas Donahue of Scituate, owner of Nona's Homemade in Hingham, told the Board that he is seeking a common victualers license to open a branch of the yogurt parlor at 205A Nantasket Avenue next to the carousel. He said he is working with the Friends of the Carousel and wants to place three or four picnic tables on the outside.
Lemnios suggested he provide a layout of the tables stating that past practice has been that anything under the awning is the Town of Hull's district and beyond the awning is the MDC district.
McLaughlin said he will support the license but he wants a schematic of size of tables and location provided for the record.
MOVED-Hersch: To issue a common victualers license to Nona's Homemade at 205A Nantasket Avenue.

8:00pm - Public Records Access
Susan Ovans, Editor and Publisher of the Hull Times and her Attorney, Cornelius Kane were present to discuss, what they said, is inadequate public access to documents.
Kane stated that he sought to review Selectmen's executive session minutes and found them to be non-existent since the 1980's.

Also discussed was inadequate access to the police log and that the newspaper is being charged a fee for copies.
Ovans questioned that the time recorded logs are missing stretches of time and that she believes a number of entries are not included in her copies, but kept in a non-published log.
Police Chief Donald Brooker denied the statements that there are two logs. He said that there is only one log, which is redacted in accordance with the law.
Kane, who disagreed, had submitted his complaints and legal arguments within a memo dated June 11, 2002.
Lisa Campenella, a reporter for the Patriot Ledger, also complained about the access to police logs.
Members agreed that documents should be available to the public, when not subject to privacy laws.
MOVED-Hersch: That Attorney Kane and Town Counsel Lampke meet and develop a protocol and schedule a time to come back to the Board.
SECOND-Reilly
VOTE: Unanimous in Favor
Rod Young, a reporter for the Hull Times covering the meeting, complained that Lampke has not responded to the last meeting on the request for the Langsam Report. He was joined in his bid for release of the Langsam report by Cathy Morgan, a citizen.
Reilly told Young the Board is directing Town Counsel to draft a response to the Secretary of State's ruling.
8:30pm - Public Hearing - John DiVito re Request to store a trailer at 9 Kenton Avenue
The hearing opened at 9:12pm and the Chairman swore in the witnesses.
DiVito, who was recently denied permission, is reapplying for permission to store a trailer at his home on 9 Kenton Avenue. He said the motor home is 27' long, and that he has more than enough land and meets the setback requirements.
Burns asked DiVito if through the conversation with his neighbors had they reached any resolution.
Reilly suggested to Burns that he disclose his status as an abutter.
The Board recessed the hearing for five minutes.

LICENSES
UNANIMOUSLY approved on a motion by Hersch, seconded by Burke a license to park 12 cars at 175-177 Atlantic Avenue to Kelly's Gunrock House.
MISCELLANEOUS
UNANIMOUSLY approved (Subject to Police approval) on a motion by Hersch, seconded by McLaughlin the request of William Butler of Hull Fire Deparment to hold a “Fill the Boot” fund-raiser on Sunday, July 14 and Saturday, August 2 from 9am to 1pm to benefit Muscular Dystrophy Association. A booth staffed by firefighters, will be placed at the intersection of Atlantic and Nantasket Avenues and one at Wades Crossing.
Reilly read a memo from Chief Brooker in regard to the installation of two-hour parking meters at Kenberma dated June 6, 2002, and that all traffic regulations will be strictly enforced this year.
McLaughlin commented that he would like to know why there are different hours in different sections and why the hours are not uniform.
UNANIMOUSLY approved with compliance of the Police Chief's memo dated June 10, 2002 the request of Linda Scarry of the St. Mary of Assumption Church to hold a Family Day on Sunday, June 23rd at the church property on Samoset Avenue and seeking to use the railroad bed at the rear of the property by closing it from A to Lewis Streets. (See memo dated June 7, 2002) on two motions by Hersch, seconded by Burke. AND
UNANIMOUSLY approved on a motion by Burke, seconded by McLaughlin to permit parking around the perimeter of the church as requested in the memo.
DiVito Trailer Public Hearing resumes at 9:25pm
Burns said in regard to his earlier comments that he is an abutter and will recuse himself from the hearing.
MOVED-McLaughlin: To approve the permit to store a trailer in accordance with the bylaw as set forth for a term of three years.

McLaughlin said that if anyone meets the criteria of the bylaw that the Board should not be the yard police.
